Preservative suppliers learn to adapt as market trends impact product offerings.

As the recession deepened last year, even normally resistant cosmetic sales got hurt. But perhaps no ingredient category has been slammed by such a diverse range of issues as preservatives. Non-government organizations (NGOs) have called for the banning of entire preservative classes, as regulators rethink their positions on these materials and consumers wonder what works and why. The industry is fighting back by highlighting data demonstrating the importance of preservatives.

“With unsubstantiated information about preservative technology appearing in some consumer publications this past year, we recently made available analytical data the personal care industry can use to communicate the safety of ‘classic’ actives,” explained Andrea Wingenfeld, technical business manager, ISP. “Because data is based on completed formulations—both leave-on and rinse-off—personal care marketers and industry associations can show ‘real world’ examples that indicate the difference between what is reported in some consumer publications and the actual conditions of personal care emulsions preserved with classic chemistry.”

Linda Sedlewicz, country manager, schülke inc., noted that many consumers do not have a good understanding of why preservatives are vital to the safety of cosmetics. “They understand that fresh and natural is desirable in food items and try to extend that to the personal care products that they use,” she observed. “However, fresh food items are typically refrigerated, frozen and/or consumed in a relatively short period of time.”

In contrast, consumers expect their toiletries to remain safe to use for months or years without any special storage or handling, added Ms. Sedlewicz.“To withstand those conditions, a good preservative system is crucial to protect, not only the product, but also the health of the consumer.”

Dan Beio, vice president, R&D, RITA, agreed that the biggest issues confronting preservative manufacturers are regulations and consumer understanding.

“We are constantly under pressure by government agencies around the world to reduce recommended levels as they continue to ban more and more preservative options,” he observed. “You add this on top of consumer and marketing requests for safer, natural and preservative-free formulations and we’re heading into dangerous territory.Products must be microbiologically clean and they must remain that way throughout the life of the product, no matter what preservatives you use.”

As a result, coming up with the “right” combination of preservation ingredients, at their lowest levels, which can be used globally is becoming a near impossibility, said Mr. Beio.

Nanette Hermsen, global marketing manager, Dow Microbial Control, said three major issues are impacting preservative suppliers:
• High standard products that are environmentally preferable and human safe;
• Robust preservation in mostly water-based and formaldehyde-free systems; and
• The ability to align with cost savings being sought across the industry.

The Quest for Natural

In their quest for all things natural, too many cosmetic industry executives are forsaking dependable preservation systems in favor of “natural” but ineffective ones. That’s the worry of many industry experts who warn that natural preservatives are not always effective ones.

“The biggest desire in the marketplace is for a natural preservative that works, which of course doesn’t exist,” insisted industry consultant David Steinberg of Steinberg & Associates, Plainsboro, NJ. “Nothing comes close.”

Preservative suppliers don’t necessarily agree with Mr. Steinberg’s assessment of natural preservative efficacy. But nearly all of them told Happi that developing a natural preservative with uncompromising efficacy has been the biggest challenge within the industry during the past year.

“The biggest issue is a gradual elimination of very effective preservatives due to various reasons, such as meeting natural standard requirements and consumer demand and finding their replacements,” explained Elzbieta Kasprzyk, senior manager, laboratory services, TRI-K Industries, Inc.

According to Laura Szymczak, Arch Personal Care Products, as the cosmetics market shifts toward more natural offerings, providing a natural preservative system is an essential push and an emerging demand on suppliers.

“There is a need for more preservative blends that are paraben-free, natural, organic and Ecocert-approved,” said Ms. Szymczak. “There are limiting factors to the ingredients selected not only for their natural status, but also that they be listed on Annex VI of the Cosmetics Directive.”

She noted that once a blend has been selected that meets this initial criteria, there is the added challenge of seeing that it is globally-accepted, and is non-toxic, non-irritating and broad spectrum, while providing protection at a useful range of pH levels and temperatures.

“This is difficult enough when working with a traditional preservative system, never mind a natural one where the efficacy of naturals is not as strong across the board and more difficult to achieve,” said Ms. Szymczak.

Despite these challenges, several new preservatives with green profiles have made their debut in recent months.

Jeen International, for example, has launched two natural preservatives—Jeecide NAS-NPC and NAS-NPC CC. Both address the needs of marketers to deliver natural products while delivering effective preservation, according to Lou Punto, technical director.

“The natural product sector of the cosmetic marketplace has seen substantial growth in the past few years and we believe this growth will continue,” he explained. “The challenge for the industry is to ensure you balance the issue of natural with the issue of efficacy when developing natural preservatives. This is an ongoing challenge with some product introductions failing to achieve acceptable efficacy.”

Meanwhile, Lincoln Fine Ingredients recently rolled out Linatural NLP (natural liquid preservative), a material that gives the preservative market an answer to this issue.

“With our patent-pending Linatural NLP, customers can get an effective, broad spectrum, natural preservative that works with all the green ingredient in the formulation,” explained Pat Lutz, president, Lincoln Fine Ingredients, Lincoln, RI.

ISP responded to the natural trend five years ago with the purchase of the preservative formulator specialist Biochema, Memmingen, Germany.

Novel packaging ideas, like this one for Dermastir Caviar, can help reduce the level of preservatives needed for a product, according to some industry observers.

“The purchase significantly boosted our capability to supportcustomers with nature-identical offerings like Optiphen and Rokonsal-types BS, BSB-N and BSB-W,” explained Andrea Wingenfeld, technical business manager, ISP.

Based on benzoic acids, sorbic acids and naturally-occurring alcohols, these ISP technologies may be classified as mild preservatives and conform to the recommendations of certifying organizations such as Ecocert, BDIH, Natru and the Soil Association. Ms. Wingenfeld said ISP is well-established in formaldehyde-free and halogen-free preservative systems, and is ready to support whatever the future demand.

However, the ISP executive said that classical preservative chemistry remains the predominant technology on a global basis due to its efficient kill capability and high efficacy level.

“The high efficiency of classical preservative chemistry is what makes them affordable in use,” explained Ms. Wingenfeld. “We recommend customers consider both classic and modern preservation chemistry when formulating new products. Depending on the formulation, it may be more advantageous to use our classical or modern preservative technologies.”

One facet of external pressure has come from non-government organizations. Back in March, the Campaign for Safe Cosmetics issued a report that baby products are contaminated with harmful levels of carcinogenic chemicals.

“The NGOs are stirring things up again by going after baby products that contain 1,4-dioxane and formaldehyde,” noted Mr. Steinberg. “Their science is poor; but they received good coverage in newspapers such as USA Today. Luckily, John Bailey of the Personal Care Product Council issued an excellent response to their erroneous claims.”

Unfortunately for the industry, NGOs such as the Campaign for Safe Cosmetics (CSC) put preservatives under the microscope and that leads to more scrutiny by legislators who are eager to make headlines.

“There is a lot going on in the legislative arena,” acknowledged Dr. Bailey. “It’s reactive to reports like the CSC report and issues such as environmental monitoring. There is a considerable amount of legislative interest.”

The Obama Administration may signal a change in the political climate, so The Council wants to be certain that legislators understand the importance of preservative systems. According to Dr. Bailey, formaldehyde issues continue to be raised because there is a gap in understanding the science of formaldehyde release.

“The science is complicated and that gets lost at the legislative and regulatory level,” said Dr. Bailey.

NGOs Are Off Base

Of course, it is difficult to understand the science, when NGOs are pushing their own agendas on regulators.

“They must look at the facts. The CSC’s position on formaldehyde was a selective effort to paint alarm; it’s not supported by the data,” said Dr. Bailey. “From our perspective we want to reemphasize the importance of preservatives in products. We can’t forget why we have them and need them.”

Forty or 50 years ago, product preservation was less well known scientifically; injuries occurred that highlighted their importance.

Safety is always at the heart of the cosmetics industry’s efforts, but Mr. Steinberg said he is concerned that efforts to limit the range of preservatives can pose danger to consumers.

“If you look at some of the things that are going on in Europe, there are more product recalls taking place because some companies have turned away from effective preservative systems such as parabens.”

He noted, for example, that Ecocert only allows sorbic acid, benzoic acid, dehydroacetic acid, salicylic acid (and their salts) and benzyl alcohol.

“None of them are active against Gram negative bacteria,” observed Mr. Steinberg. “The general trend is against parabens. Even though there is no basis for it, other than the false allegations by NGOs.”

Also in Europe, regulators are assessing parabens and rewriting the Cosmetic Directive.

“[However] we’re confident that the safety of parabens will be upheld and that these important ingredients will be sustained,” concluded Dr. Bailey.

Although he expects the challenges ahead will continue to be significant, Dr. Bailey predicted that if decisions are based on science and serious consideration is given to risk-benefit, there won’t be much of a change to preservative offerings.

“Who wants to remove or hinder the ability to preserve a product, when the risk is so much greater than the ingredient may pose?”

Still, suppliers are feeling the squeeze as the list of approved preservative systems dwindles.

“The list of approved preservatives that meet domestic and/or global natural standards is short and it is continually shrinking,” observed Ms. Kasprzyk. “It’s a challenge to formulate natural products having this limited selection, that often don’t offer the broad spectrum protection and are subjected to certain formulation restriction.”

Incorporating an effective preservative system that is not viewed negatively by consumers is particularly important to the marketing of products promoted as green, according to Ms. Sedlewicz.

She noted that Schülke’s Euxyl K 700, K 701, K 702, K 712 and PE 9010 preservative blends and its Sensiva SC 10 and SC 50 preservative boosters are all biodegradable and manufactured in accordance with strict sustainability guidelines.

Recession Woes

Demands for natural preservatives and the threat of new regulations aren’t the only headache-causing issues confronting suppliers these days. With the global economy caught in the throes of recession for more than a year, marketers are scrutinizing expenses.

“Right now, it’s cost, cost, cost! Our customers are looking for the most inexpensive way to get to market and they are putting pressure on suppliers to cover some of the burden associated with the development and that includes micro testing,” said Mr. Beio. “We are becoming a surrogate micro staff for them, making more than just preservative suggestions.”

This development has led to new opportunities for multifunctional ingredients that can act as surfactants and emulsifiers as well as enhance themicro systems, such as RITA’s pationic lactylates and Ritamulse emulsifier bases as well asRitafactant surfactant blends. “Multifunctional ingredients must now always be taken into consideration as we’re building new products for ourcustomers to help save money, time and testing,” said Mr. Beio.

Ms. Szymczak said ingredients integrated into products are being chosen more selectively and there is a scale down in the number of unnecessary ingredients included in formulations, and an evaluation of the packaging or marketing message.

At the same time, there is awareness among suppliers that mass-market products are more desirable than prestige products, so companies are adjusting launches accordingly.

“As far as preservatives are concerned, there is still a need for them, and whether mass market or prestige products, they will call for the inclusion of a preservative, keeping the sales of these systems strong,” she added.

Despite the recession, not all projects have been put on hold, according to Celso Luís Magri, global market manager, Dow Microbial Control.

“Actually, we have seen an increase as there is a shift to product launches that can help to quickly generate sales,” he told Happi. “However, we do see some slowdown in launches of longer-term, highly impacting projects.”

Aside from natural products and the recession, suppliers are grappling with a host of other issues. For example, wipes are being used to deliver products as diverse as cleansers, self-tanners, sunscreens and after-sun treatments.

“This type of product has a different preservative need, explained Rosita Nunez, manager, commercial development, preservatives at Lonza. “The preservative system that was effective for a product in a bottle will not always perform on a wipe. Wipes are expected to continue to grow, since this product format is convenient and travel-friendly.”

Often linked with natural issues, sustainability has become a topic of conversation in recent years In the initiative to offer more natural preservative blends, biodegradeability and sustainability are topics kept in the forefront of microbiologists’ minds during the development process, said Ms. Szymczak.

As a result, as environmental awareness grows, and companies and consumers are more involved in sustainable community initiatives, “it calls for raw material suppliers to find ways to provide these goods through actions that will least affect us now or in the future,” said Ms. Szymczak.

Of course, many personal care formulas have become more complex in recent years as interest in cosmeceutical formulations grow.

New Systems

While suppliers grapple with a host of issues, that hasn’t deterred them from rolling out an array of new products during the past year. Arch Personal Care, for example, is working on an Ecocert-approved version of its Mikrokill product.

TRI-K introduced Tristat Stabil, which is composed of phenethyl alcohol and caprylyl glycol. It provides broad-spectrum protection and is suitable for any type of formulations, according to the company. It has no parabens or formaldehyde donors.

“Although phenethyl alcohol is known for its antimicrobial properties, it’s not on EU, Japanese or theU.S. list of recognized cosmetic preservatives and so theoretically this system can be considered a ‘preservative-free’ preservative,” added Ms. Kasprzyk.

To meet Ecocert requirements, schülke has introduced Euxyl K 712. The company’s testing has shown Euxyl K 712 to be effective in both rinse-off and leave-on formulas with pH no higher than 5.5.

Lincoln Fine Ingredients has introduced a range of new products in recent months under its Linatural NLP brand.

According to Mr. Lutz, this patent-pending, globally-approved, broad-spectrum natural preservative is designed to be more cost-effective than any other natural preservatives on the market with typical use levels at 0.3-1.0%.

Other new products from Lincoln include Lincoserve, which gives marketers flexibility in choosing a globally approved, broad spectrum more conventional preservative with less regulatory restrains and more safety. Lincoserve BDP is a blend of benzoic acid, dehydroacetic acid and phenoxyethanol, that is easy to formulate, according to the company, while Lincoserve FG-50 is a food grade, water soluble, broad spectrum, liquid preservative system.

Lincoln MAP is a new line of multifunctional ingredients that not only offer preservation but also added value. For example, Lincoln MAP-CG is the highest purity caprylyl glycol on the market at >99% and is very cost effective for adding preservation and acts as a great emollient base.

With the acquisition of Rohm and Haas complete, Dow Chemical combined the two preservative businesses into Dow Microbial Control. During the past year, the business has launched several preservatives in the past year and more are on the way. For example, LE Technology is a patent-pending offering from Dow Microbial Control that offers environmentally preferred carriers that can be applied to actives throughout the portfolio while maintaining key performance attributes. This innovative technology represents a commitment from Dow Microbial Control to its customers, distributors and formulators to address the challenges that the industry faces and meet environmental needs. Currently, there are two products available in the U.S. in the LE portfolio—Bioban IPBC 40 LE and Bioban Ultra BBIT 20 LE.

Extra Fungi Protection from Dow Microbial Control

Dow Microbial Control’s Koralone N-105 is a new universal co-biocide for extra protection against fungi. It can be added to a marketer’s preferred bactericide and is effective against a broad pH range (pH 4-9). It is also halogen-free, salt-free and a non-formaldehyde releaser.

“Fungi are more often isolated in alkaline formulations in the home and fabric care market,” said Ms. Hermsen. “The decrease of pH in personal care formulations has increased the frequency of fungi detected in final products and raw materials. There is also a higher threat of contamination since HCHO/HCHO releasers have been banned or reduced, and effective sequestering agents such as EDTA or DTPA.”

Lonza’s Geogard Ultra has been accepted by Ecocert for use in certified organic products. It is a multifunctional blend of food industry ingredients that provides broad spectrum efficacy in leave-on and rinse-off products.

“We’ve also been working on new approaches to preservation that include naturals and non-traditional preservatives,” explained Ms. Nunez.

RITA hasintroduced a few natural extracts thathave microbiological activity, including Ritalab Willow Bark,Aspen Bark, Dubosia Leaf and Ligustrum Extracts.

“We are focusing on the excitement in the field with natural-based formulations along with extracts that have anti-microbial activity to provide a line of multifunctional naturals,” explaind Mr. Beio. “We also have blends of natural ingredients with natural based compounded ingredients that have microbiological activity. They are Ritative CFS, Ritative SR4L, Ritative SR4L Magnolia, Ritative SR4L Olive Leafand Ritative SR5.These are more ‘blended technologies’ in that they contain traditional preservative ingredients along with naturals, according to Mr. Beio.

Obviously, issues such as sustainability and natural preservative systems will continue to grow. But as suppliers have proved in the past, they are meeting these challenges via a combination of preservative blends and novel chemistries.
